【摘要】:Environmentaldecisionsoftenrequirethecomparisonofastatistictoadecisionpointorthecomparisonofaconfidencelimittoaregulatorylimittodeterminewhichoftwoalternateactionsistheproperonetotake.Thispracticeprovidesalogicalbasisforstatisticallyderivingadecisionpoint,oraconfidencelimitasanalternative,fordifferentunderlyingpresumptions.Thispracticeisusefultousersofaplanningprocessgenerallyknownasthedataqualityobjectives(DQO)process(seePracticeD5792),inwhichcalculationofadecisionpointisneededforthedecisionrule.1.1Thispracticecoversalogicalbasisforthederivationofadecisionpointandconfidencelimitwhenmeanconcentrationisusedformakingenvironmentalwastemanagementdecisions.Thedeterminationofadecisionpointorconfidencelimitshouldbemadeinthecontextofthedefinedproblem.Themainfocusofthispracticeisonthedeterminationofadecisionpoint.1.2Inenvironmentalmanagementdecisions,thederivationofadecisionpointallowsadirectcomparisonofasamplemeanagainstthisdecisionpoint,wheresimilardecisionscanbemadebycomparingaconfidencelimitagainstaconcentrationlimit(forexample,aregulatorylimit,whichwillbeusedasasurrogatetermforanyconcentrationlimitthroughoutthispractice).Thispracticefocusesonmakingenvironmentaldecisionsusingthiskindofstatisticalcomparison.Otherfactors,suchasanyqualitativeinformationthatmaybeimportanttodecision-making,arenotconsideredhere.1.3Adecisionpointisaconcentrationlevelstatisticallyderivedbasedonaspecifieddecisionerrorandisusedinadecisionruleforthepurposeofchoosingbetweenalternativeactions.1.4Thispracticederivesthedecisionpointandconfidencelimitintheframeworkofastatisticaltestofhypothesisunderthreedifferentpresumptions.Therelationshipbetweendecisionpointandconfidencelimitisalsodescribed.1.5Determinationofdecisionpointsandconfidencelimitsforstatisticsotherthanmeanconcentrationisnotcoveredinthispractice.Thispracticealsoassumesthatthedataarenormallydistributed.Whenthisassumptiondoesnotapply,atransformationtonormalizethedatamaybeneeded.Ifotherstatisticaltestssuchasnonparametricmethodsareusedinthedecisionrule,thispracticemaynotapply.Whentherearemanydatapointsbelowthedetectionlimit,themethodsinthispracticemaynotapply.
